Luca Manns, M.A., LL.M.
Executive Manager
Luca Manns is Executive Manager of the Intelligence Services Research Center at the University of Cologne. In this role, he coordinates research, teaching and third mission activities on counter-extremism and -espionage, including security legislation. He also acts as an expert in parliament and assesses intelligence issues in German national media. One focus of Luca Manns' academic work is on secret protection and self-protection of intelligence services. As part of his university teaching, he offers lectures in the specialization modules of the state examination in law as well as in the master's degree course "Law of Digitalization". Luca Manns is also involved in setting up the Adenauer School of Government – a central institution of the university with nine-figure third-party funding.
