Markus Ogorek is Director of the Intelligence Services Research Center at the University of Cologne. In this role, he coordinates research, teaching and third mission activities on counter-extremism and -espionage, including security legislation. He acts as an expert in parliament and assesses intelligence issues in German national media. At the University, Markus Ogorek is also Director of the Institute of Public and Administrative Law, Deputy Director of the Adenauer School of Government – a central academic institution with nine-figure third-party funding – and Co-Commissioner for Franco-German law studies in cooperation with Université Paris 1 Panthéon-Sorbonne.

In 2020, he left EBS University in Oestrich-Winkel, where he had been President since 2016 (successor: Günther H. Oettinger), to take over the Institute, which had previously been headed by European Judge Thomas von Danwitz. At EBS, Markus Ogorek previously held the position of Dean of the Faculty of Law from 2014 to 2016 and a professorship in administrative law. At times, he held a parallel visiting professorship at the University of Nanjing. In 2012, Markus Ogorek completed his habilitation at the University of Cologne and firstly took up a substitute professorship at Goethe University in Frankfurt. This was preceded by several years as a lawyer at the international law firm Linklaters, a doctorate under Stefan Muckel, LL.M. studies at the University of California at Berkeley (Boalt Hall), a position as a visiting scholar at Duquesne University School of Law in Pittsburgh and the bar exam in New York. Markus Ogorek completed his law studies in Bochum and Salzburg.

Markus Ogorek is a member of the German Constitutional Law Teachers Association, the German-American Lawyers Association and the Görres Society. His teaching formats have received several awards, including a Fellowship for Innovations in Digital University Teaching from the NRW Science Department (2021), the Teaching Award of the Cologne Faculty of Law (2023) and the Cologne University Award for Teaching and Studies (2024).
